Buying the duplex my mother is renting, needs a lot of work done to it. Who or What kind of service do I hire to estimate updates?

Buying the duplex my mother is renting, needs a lot of work done to it. Who do I hire to give an unbiased report of what needs to be done to the home which can be presented to landlord with the hopes we can get him to reduce the asking price.

Things like driveway repairs, garage repairs, carpets, bathroom, kitchen, all these things need updates.

My mother has been living in this house almost 20 years and the landlord has done nothing to keep it up to date.

Any and all advice about this would be really helpful.

Question With Tricon "Pending ID".....

My wife and i, along with 2 other peopl applied to rent a house, and our application says "Approved, Pending ID". Anyone else know what that means?
