our agent is not putting in an offer for us

this house has been in attorney review, under contract, and contingent during the time we’ve been asking our real estate agent to put in an offer for us.

i’m confused… every article i’ve read is not telling me that there’s no caveat w putting in an offer during these periods.

our agent is waiting for the listing agent to give us approval to put in an offer.

can someone explain this to me? what’s this rule?
