Purchasing land and constructing houses on it

Hello,

There is a piece of land nearby my home where I could build approximately 20-25 homes. It’s currently destined to be agricultural land however my country is in dire need for new home.

Does anyone have experience with purchasing a piece of land and building houses on it? Especially the financial part of it. If so, what are the best tips you could give me.

I’m from The Netherlands.
