Would the real estate agents ignore me if i am on a budget? (California)

I am planning to buy my first home, which will be my primary residence. I have saved up 20% down and other expenses. The problem is that i am on a budget. Primary reason is that i dont want to spend more that 30% of my monthly on mortgate+tax.

The place where i am looking to buy, it is very rare to get a home in the range that i am looking for. I will soon start the process of getting pre-approved etc.

But my questions is that will buyer's agents ignore me if they think that my budget is on the lower side and another question i had is that how common is it for agents to find a house before it goes for listing on Redfin or Zillow?

Does it even makes sense to start looking when i know that it is going to be a very long shot for me to get a house in this market?

Question With Tricon "Pending ID".....

My wife and i, along with 2 other peopl applied to rent a house, and our application says "Approved, Pending ID". Anyone else know what that means?
