Would I apply for an income restricted apartment if my mother’s helping me pay for it?

I’m 18 and I’ll be moving out in the fall. My mom is going to help me pay for an apartment while I work and go to school.

An apartment complex I have my eye on advertised a maximum salary of $24k for one person. Would I be eligible to live there even though my mom, who makes more than $24k/year, would be the one paying for it?

Is eligibility determined by who is living there or by who is paying?

My wife and i, along with 2 other peopl applied to rent a house, and our application says "Approved, Pending ID". Anyone else know what that means?
