Why use the 1% rule when your goal is to buy at a discount?

If the 1% rule is a tool to quickly analyze listings, what’s the point if as a real estate investor you’re attempting to talk the seller down to a deal? Couldn’t all listings potentially be a deal and therefore the 1% rule is null and void? Like do sellers listing price not go down very much, so don’t even bother trying to talk them any lower or is stuff listed at a premium still worth looking into sometimes?
