So I bought some land 15 years ago that has an oil pipeline that crosses it. We were told to not build 15' on either side so when the house was built we obeyed that. Fast forward to now and I want to have a well drilled for water. I'll keep the well away from that easement of course, but can I cross the easement to run the water pipe? I don't even know who I would ask this question to. Someone at the state? Who holds the paperwork for that? It's been so long I don't really remember the details.
