Potential New Home Owner Help (Monetary Question):

Months ago, Meet Kevin (youtuber) created a video about real estate. Mainly, it had to deal with buying a house in a bill that MAY have been in the infrastructure bill (I can't remember if it was supposed to be in the infrastructure or not; please correct if you remember).

Anyway, in the bill, Biden was going to help out new home owners with $15k that you wouldn't have to pay back if you are a 1st time home owner. There was another part stating you can get an additional $25k if your parents have never owned a home either.

I have not heard anything about it since and would like to find information on how to apply IF people are even eligible for this atm. Does anybody have any information on this?

My wife and i, along with 2 other peopl applied to rent a house, and our application says "Approved, Pending ID". Anyone else know what that means? Making offers on houses not listed for sale.

I want to buy a home for retirement. I am looking at lots of options, mostly focusing on the locations that appeal to me. I see lots of Zillow estimates of homes that look like great deals to me. Are these estimates accurate, even though similar houses in the same area that are for sale are usually priced much higher? If so, is it realistic for me to try to make offers to owners that do not have their homes listed? Would a realtor even consider helping me do this? Or, do these values indicate that the houses listed for sale are overpriced, and I should just lowball until someone accepts?
